New Report: Shapiro’s ‘Get Sh*t Done’ Slogan Doesn’t Match His Record

Gov. Josh Shapiro remains Pennsylvania’s least legislatively productive governor in the past 50 years.

Harrisburg, Pa., November 10, 2025 — As presidential ambitions of Pennsylvania’s 48th governor become increasingly prominent, many question: Is Governor Shapiro as productive as he claims?

A new report from the Commonwealth Foundation found Gov. Josh Shapiro to be the least productive governor of Pennsylvania’s in at least the past 50 years, with this year’s state budget now 133 days late.

In recent weeks, media outlets, including the Pittsburgh Post-Gazette and the Philadelphia Magazine, noted Shapiro’s inability to match his legislative actions to his often-quoted slogan: “Get sh*t done.” As observed by a state capitol reporter, Governor Shapiro had a 98-day gap between his latest bill signings, neither of which addressed the ongoing budget impasse.

Elizabeth Stelle, vice president of policy for the Commonwealth Foundation, issued the following statement in response:

“Governor Shapiro’s memorable ‘Get Stuff Done’ slogan loses credibility when you view his legislative activity—or inactivity, to be more precise.

“Unsurprisingly, voters blame Pennsylvania’s current budget impasse, now more than 4 months late, on the governor. In his three budget cycles in the executive office, Shapiro has yet to pass an on-time budget.

“In his almost three years in office, Shapiro has signed 291 bills into law, compared to an average of 496 bills by his past seven predecessors during the same period.

“Governor Shapiro is heavy on talk and light on action. Facing dual government shutdowns, Pennsylvanians don’t need rhetoric and slogans; they need a governor who will show up, get to work, and produce a responsible budget.

“As one of Shapiro’s most notable predecessors, Benjamin Franklin, penned, ‘Well done is better than well said.’ It’s time to take that advice to heart, Mr. Shapiro.”
