So says our friend Jake Haulk of the Allegheny Institute in the Pittsburgh Tribune-Review. Dr. Haulk concludes that “it’s still tax-shifting, relies on magic money, wrongly disses property tax referenda and will perpetuate inequities.”

How about this idea, Mr. Swann?
