André Béliveau

Senior Manager of Energy Policy

André Béliveau is the Senior Manager of Energy Policy at the Commonwealth Foundation. 

André leads the Commonwealth Foundation’s energy and environmental policy initiatives in Pennsylvania and with our national partners. Before joining the Commonwealth Foundation, he served as a policy advisor in the North Carolina General Assembly and as the strategic projects and government affairs manager for the John Locke Foundation—where he now concurrently serves as a visiting fellow. 

In 2021, André was the chief advisor on a transformative, bipartisan energy bill signed into law to secure a reliable and affordable energy future for North Carolina. His work in North Carolina, both in the legislature and at Locke, was instrumental in achieving legislative victories in energy policy, Second Amendment rights, regulatory reform, and election integrity. 

André holds an MA in Government with an honors thesis from Johns Hopkins University and is a Marist College graduate with a BA cum laude in History. His academic expertise includes American political development, conservatism, political thought and history, American governance, early American history, and intellectual history. He regularly comments on contemporary and historical political topics and aims to provide analysis that bridges the gap between theory and practice. 

He is a member of the American Enterprise Institute Leadership Network and an alumnus of the State Policy Network Generation Liberty Fellowship and the E.A. Morris Fellowship for Emerging Leaders.

Outside his professional life, André enjoys traveling, antiquing, writing, shooting sports, playing the bagpipes, being active in his church community, and cheering on the Carolina Hurricanes.

A native of upstate New York, a North Carolinian at heart, and a Pennsylvania energy warrior, he resides in Washington, DC.
