Megan Martin Awarded Lifetime Achievement Award as a Leader in Law

Central Penn Business Journal (CPBJ) recently honored Megan Martin with its Lifetime Achievement Award for Leaders in Law.

Megan Martin, Commonwealth Foundation’s chief operating officer and general counsel, was recently honored for her years of public service and principled legal leadership.

CPBJ named Martin as an honoree for its Leaders in Law Lifetime Achievement Award. Martin, alongside other honorees, will accept the award during a May 12th ceremony.

“I am so deeply honored to receive this special recognition for doing the work I love,” says Martin.

Her storied career spans decades and a wide array of settings—from state government to military to nonprofits and advocacy.

Most notably, Martin made history as the first and only woman to serve as the Pennsylvania Senate’s Secretary-Parliamentarian, a role she held for more than a decade after being unanimously elected by Pennsylvania Senators five times. Having served in all three branches of the state government, Martin has worked alongside prominent leaders on both sides of the aisle—from Republican Gov. Tom Ridge to Democratic then-Lt. Gov. John Fetterman.

As the chamber’s statutory officer responsible for managing the legislative operations of the Pennsylvania Senate, she was the nonpartisan legal authority on legislative procedure and constitutional compliance.

Martin also guided the chamber through some of its most consequential moments, including leading the state Senate during the COVID-19 pandemic. In fact, Pennsylvania made history as the first state legislative chamber in the nation to hold remote sessions during the pandemic, so lawmakers didn’t skip a beat serving their constituents. The nation’s parliamentary community turned toward Martin, seeking her advice on how to navigate the legal complexities of this unique moment in history.

Her legal career spans nearly three decades and reflects extraordinary breadth and impact. She has served as Assistant Counsel to the United States Navy, Deputy General Counsel in the Governor’s Office of General Counsel, senior advisor to two Pennsylvania governors, a judicial law clerk, an adjunct law professor, and a statewide judicial candidate. In each setting, she brought rigorous legal analysis, sound judgment, and a deep respect for the U.S. Constitution.

Her work has shaped legislation, defended complex federal procurements, modernized legislative operations, strengthened transparency, and influenced appellate advocacy at the state and national levels. Martin’s expertise includes legislative process, procedure, and operations, state and federal administrative law and litigation, parliamentary law, legal writing and appellate advocacy, government contracting, and regulatory compliance.

Today, as Chief Operating Officer and General Counsel of the Commonwealth Foundation, Martin continues her legacy of leadership by overseeing legal strategy, operations, and governance for Pennsylvania’s leading public policy organization. Her legal expertise in court appeals, amicus briefs, and Right-to-Know requests has bolstered the organization’s status as a top-tier government watchdog. Leading the organization’s public affairs, government affairs, and policy teams, Martin guides the internal machinations of the organization, coalescing and rallying the foundation’s departments to achieve the broader goal of securing freedom, opportunity, and prosperity in Pennsylvania. She has twice served as acting CEO, spearheaded organization-wide transformation, and helped the foundation earn recognition as a Top 25 Best Places to Work in Pennsylvania.

“I have been blessed with a fulfilling career unlike any other, and I am so grateful,” says Martin. “I have been fortunate to do meaningful work that has made a real difference in the lives of the good people of our great commonwealth. And I am still doing that today at Commonwealth Foundation. I am truly blessed and thankful.”
