Harrisburg, Pa., February 26, 2025 — Commonwealth Foundation is pleased to announce the promotion of Elizabeth Stelle to Vice President of Policy. Stelle joined the Commonwealth Foundation in 2009 and served in her previous position as Director of Policy Analysis since 2015.

In this elevated role, Stelle leads a team of policy experts and fellows on issues including education, energy, and labor, while continuing her great work promoting actionable, scholarly research to further free-market policies that empower the people of Pennsylvania to thrive.

“Elizabeth has established herself as a leading expert on Pennsylvania’s most consequential policy issues. The level of scholarship she produces is an integral part of how our organization continues to lead the fight towards common sense, free-market solutions. She is driven by a deep commitment to transform Pennsylvania into the leading state for opportunity and prosperity, paired with a record of advancing free-market solutions to our most critical challenges” said Commonwealth Foundation President and CEO Andrew Lewis.

“Elizabeth’s wide experience working on issues from energy to welfare reform gives her an innate understanding of PA’s landscape—its strengths, pain points, and the crucial reforms needed to create the best path forward for Pennsylvania families. I look forward to watching Elizabeth continue to excel in her new role,” Megan Martin, Commonwealth Foundation’s Chief Operating Officer and General Counsel added.

Throughout her sixteen years with the Commonwealth Foundation, Stelle has been featured in the Pittsburgh Post Gazette, Philadelphia Inquirer, Patriot-News, as well as radio and television programs as an expert on government reform, healthcare, welfare, energy, and government transparency. During her tenure, the Commonwealth Foundation has achieved key policy victories, from saving taxpayers $33 billion dollars by blocking twelve proposed tax hikes to introducing two tax credit scholarship programs which benefited nearly 78,000 students across the state in the 2021-22 school year.

“I am thrilled to take on a leadership role at Commonwealth Foundation and continue the critical work of making life better for all Pennsylvanians. I feel fortunate to work for an organization that’s achieved so many victories for Pennsylvania families,” said Stelle. “I look forward to contributing further towards policy solutions that will solidify Pennsylvania as a leader in freedom and prosperity.”
