In his campaign-style budget address, Gov. Josh Shapiro claimed his budget neither enacts any new taxes nor requires future tax increases. However, the reality is quite different.
Despite already facing a $5 billion structural deficit, Shapiro’s $53.3 plan increases spending by 6.3 percent—more than double the inflation and population growth rates—exacerbating the gap between spending and revenue.
To start, Gov. Shapiro’s proposal—which euphemizes taxes as “new revenue sources”—includes new taxes on recreational marijuana and “skill games” and significantly higher corporate tax collections through “combined reporting.”
