Hidden Green Credits Inflate PA Consumers’ Electric Bills

It’s no secret that electricity bills are on the rise, as cash-strapped Pennsylvanians struggle to pay their monthly utility bills. But what is a secret is how one Pennsylvania law is driving those costs.

Since its enactment in 2004, the Alternative Energy Portfolio Standards Act (AEPS) has quietly inserted itself into Pennsylvanians’ monthly bills. AEPS forces Pennsylvania utilities to purchase “alternative energy credits”—code for unreliable and unaffordable green-energy sources that can’t compete in the marketplace—which amount to about 18 percent of all electricity sold in the commonwealth.

In 2025, utilities paid more than $700 million in compliance costs to satisfy this mandate. Those companies, in turn, passed those costs down to ratepayers.
