Rising Premiums and Sweeping Fraud—Government Fails to Deliver Quality Care

It’s another year and another premium hike for Pennsylvanians.
Whether you get your health insurance from your job or on Pennsylvania’s Pennie exchange, you feel the pain.
Nationally, premiums for employer-based plans are estimated to increase by 8 percent for 2027, potentially the biggest increase in more than a decade after years of nearly double-digit increases. Highmark Inc. and UPMC Health Network—the two largest private insurers in Pennsylvania—have requested rate increases of 16 percent and 12 percent, respectively.
On the exchange, the Pennsylvania State Insurance Commissioner approved an average premium increase of 16 percent for individual plans, down from the 17 percent increase requested in July.
